Rules for Virginia Nonprofits have changed. Don’t foul out!

The Virginia Solicitation of Contributions (VSOC), VA Code §§57-48 -69, and its corresponding regulations, the Rules Governing Solicitation of Contributions, 2VAC5-610-10 -80.2, require charitable organizations to register with the Virginia Department of Agriculture and Consumer Affairs before soliciting contributions in VIrginia. However, if the fundraising activity involves gaming (for example, raffling) then the nonprofit entity must also register with the Virginia Department of Charitable Gaming and comply with little known areas of the law, the ignorance of which can be quite costly.
