

Practitioner Information
David F. Boleyn is an attorney and counselor at law, a sole practitioner, with an office conveniently located in Arlington, Virginia, less than a mile from the Shirlington exit on Route 395. [Click on "Contact" for directions.] Mr. Boleyn was born in Arlington, and - but for a 15-month period during which he resided in Florida - Mr. Boleyn has lived in Virginia his entire life.
Mr. Boleyn has been practicing law - except for a few brief periods when he took positions with various employers - since graduating from Georgetown University Law Center in 1981. In fact, Mr. Boleyn took and passed the Virginia State Bar exam before he graduated, making him one of a small group of professionals who was able to practice law the very day he graduated. That same summer, Mr. Boleyn took and passed the District of Columbia Bar exam.
Mr. Boleyn’s accumulated and diversified experience has made him an extraordinary attorney and counselor at law. He is a seasoned businessman with extensive experience in business and health law matters. He has founded and operated businesses, including the performance of all things related thereto, such as:
Mr. Boleyn provided consulting services to a Fortune 500 company in the early days of “senior living” facilities. The company had no mechanism for recovering insurance benefits from third-party payers for prescription drugs dispensed to hundreds of residents in the senior living community. Mr. Boleyn analyzed the multi-faceted problem, designed a comprehensive solution, and was directly responsible for the company recovering millions of dollars in benefits that may otherwise have escaped collection.
In addition, Mr. Boleyn has provided consulting services to a number of smaller concerns - both profit and nonprofit - in all stages of the business cycle. These stages include: startup; ongoing operations; and windup (e.g., the selling or closing of a business).
Representative Practice Areas and Experience
Mr. Boleyn has provided legal services to physicians in the following areas:
Patient records and privacy (HIPAA and more stringent state requirements);
Stark Law I, II and III, i.e., physician anti-referral, with safe-harbor posturing;
